بل مجموعة من الاســـئلة ..
يوجد ثلاثة طلاب في الكشف من مبعوثي 2000 الى 2005 لا يوجد اي ملاحظات امام اسمائهم وهولاء هم :
ماهي طبيعة هؤلاء الثلاثة ؟ .. ولماذا لم يتم تحديد حتى سنوات تخرجهم مع العلم انهم قد اكملوا دراستهم بناء على عام الايفاد وطبيعة التخصص ؟؟
هل لنا ان نعرف الى اي مدى يمكن لشفافية الملحقية ان تجيب على هذه الاسئلة ؟
ثانياً .. يوجد لدي مجموعة من الملاحظات على الاسلوب الذي تتبعه الملحقية في عملية ( فلترة ) الطلاب :
الملاحظات الموجودة بجانب كل اسم مبهمة وغير مفهومة بالنسبة لنا نحن الموجودين في المانيا فما بالك الموظف العام في اليمن !!
عندما يوجد بجانب اسم مثلاً : حتى 2013 شريطة احضار شهادة الفيزكوم ... فذلك يعني للموظف في الوزارة شيء واحد .. ان هذا الطالب عليه احضار شيء ولم يحضره .. وهو لا يفهم ما هو الفيزكوم ولايدري ابعاد الموضوع اصلاً .. فيعمد الى ايقاف مستحقاته !!
لذلك اقترح على الدكتورة شعلان ان تحتفظ بالتفاصيل الدقيقة لكل طالب في ارشيف الملحقية وموافاة اليمن فقط بالخطوط العريضة لكل طالب والتي لها صلة مباشرة بفترته الدراسية وسنوات تمويله ...
فالافراظ في كتابة الملاحظات الدقيقة مثل الـ Notenspiegel وغيرها من الجزئيات تسبب ارباك للموظف العام في اليمن وتأخير غير مبرر بسبب ملاحظة عابرة لاتؤثر على المسار العام لدراسة الطالب .. كل ذلك يؤدي الى تعقيد الامور اكثر واكثر ..

هل تعلم إن 75% من الطلبة الدارسين في الخارج هم اولاد الوزراء والمسوؤلين وابناء القبائل وكبار التجار ....الخ . يعني هذا الكلام انه حاميها حراميها . وفلوس الاتحاد الاروبي تروح الى جيوب تلك العصابات الفاسدة . ولعلمكم المانيا يهمها محاربة الارهاب وليس محاربة الفساد في اليمن المعفن . ومن مصلحتها عدم التدخل في إصلاح الانظمة الديكتاتورية خوفا من وصول الاحكام الاسلامية الى سلطة الحكم ، كما حدث في غزة والجزائر وإيران والسودان . وتعلمون علم اليقين شتى انواع العقوبات التي تتعرض لها تلك الدول .المهم قلبي مع الطلبة الفقراء الظباحه الذين ينتظرون المنح بفارغ الصبر وكأنها ليلة الدخلة يوم الزواج .
